WHO WE ARE
The National Center for the
Prevention of Community Violence
located in Eastern Virginia is a
nonprofit 501c(3) organization
that conducts research, training,
and evaluation on violence
prevention efforts around the
United States. This organization
offers project management and
evaluation services with a goal of
directing best practice resources
toward tangible results.
Our affiliates and volunteers have been honored with the top
award in the nation for crime prevention (International
Association of Chiefs of Police 2008) and top international
awards for public affairs (Public Relations Society of America,
Silver Anvil for Public Affairs 2010).
We are committed to helping communities make good decisions
in responding to the crisis of gangs and youth violence,
available to you to help create positive change by shaping your
resources to build sustained capacity for success.
A big part of our Mission is to help communities establish a
Strategic Plan, and provide appropriate resources to deal with
this crisis. And then spread the news about what measurable
tactics that are working.

Bobby Kipper is the founder of the National Center for the
Prevention of Community Violence. He is a battle-hardened
ex-cop with a quarter century of Community Policing in one of
Americaís toughest gang environments. Kipper organized one of
the most effective crime prevention program ever developed by
the Justice Department. He has consulted for the White House,
for Congress, for governors and for communities across the
nation.
Bobby is a national consultant, having assisted communities in twenty states with developing effective strategies for dealing
with youth violence. He resides in coastal North Carolina and

Bud Ramey is the 2010 Public Affairs Silver Anvil Award winner
of the Public Relations Society of America ó the highest public
affairs recognition in the world. Bud is a freelance public affairs
consultant and author doing pro bono work for the Center. His
work in the areas of public policy, education, the electoral
process, health care, fund raising and community development
